In El Cantara. From zone entrance, go U, 2N, E, 10N, W, N. Note: you receive 6 of a fat cigar.
to find Lord Akarez (1 hour, 10 minutes with extension)

to give 6 of a fat cigar to Lord Akarez (5 minutes)
