In Shadmire. From @, go W, then follow path N until you find a down exit. Mutated humanoids load in the five mud pools down here. They are aggro, as are the talisars you have to walk past, so proceed with some caution.
to find room On the River Courrain on the banks of Medievia (15 minutes)
Go back to Med City. Go out the east gate and walk north along the wall of the city until you reach the river, then go S.
to kill 20 of a mutated humanoid (30 minutes)
These pop in the above room.
to find Basalan, the Mayor of the City (15 minutes)
