Staff of ruling loads on the Goblin King. From zone entrance to the Labyrinth (@), go: all E (first two exits hidden), S, E, all S, all E, all S, all W, all S, E, all S, all W, all N, W, N. You’ll fall through the floor to the next level. Then go S, E, 3S, E, S, U to the Goblin Castle. Then go all W, all N, E, all S, U. The Goblin King loads here.
